最新一期醫學雜誌Lancet一篇名為Will China make the great leap in tobacco control in 2015?的文章,第一段這樣講:
As the world's largest producer and consumer of tobacco, China is becoming more aggressive in tobacco control this year. In April, China's legislature adopted an amendment to the 21-year-old advertisement law to ban tobacco advertisements in mass media, public transport, and public spaces. From May 10, China's consumption tax on the wholesale price of cigarettes was raised from 5% to 11%—the first increase since 2009. On June 1, Beijing's smoke-free law—one of the toughest tobacco control regulations in China—will come into effect. All indoor public places in Beijing, and many outdoor public places, including kindergartens, schools, and hospitals, will legally be required to be 100% smoke-free. Unlike previous regulations, the new Beijing law has teeth, including stringent fines for individuals and businesses that flout the law. With the implementation of this latest piece of legislation, a nationwide smoking ban is on the way.
大陸是全世界最大的香煙生產商,也是世界上最多煙民的國家,如果禁煙,毫無疑問是長遠國民健康及減少醫療開支的一大喜訊。禁煙最大的難題是影響國有香煙生產公司的利益,這盤生意大,也涉及不少個人利益,一時間要雷厲禁煙,談何容易。這利益問題解決不了,禁煙的成效也成疑問。
禁煙最大的難題是利益衝突。1991年,第七屆全國人民代表大會常務委員會第二十次會議通過《中華人民共和國菸草專賣法》。2008年,第十一屆全國人民代表大會第一次會議決定,國家煙草專賣局劃歸工業和信息化部管理。控煙辦公室隸屬國家煙草專賣局,叫賣煙賺大錢的機構執行禁煙,豈不是叫毒販勸人不要吸毒,就算真的如此,成効也有限。2014年煙草行業工商稅利達到10000億元人民幣,這種賺錢能力,叫它怎樣捨棄。
真的有心禁煙,就要提升為國策,由國務院統籌執行,否則在維護利益的情況下,禁煙只會是陽奉陰違的把戲。

這20多年來新一代領導人已洗脫了鄧小平年代那種煙不離手形像,但禍害深遠,非一時三刻可以改變得了。吸煙並非單獨引至肺癌,很多其他疾病都和吸煙有關連。而且,經歷長久吸煙及吸二手煙的人,身體基因變化怎樣禍延下代,也不易評估。
真的有心禁煙,就要提升為國策,由國務院統籌執行,否則在維護利益的情況下,禁煙只會是陽奉陰違的把戲。
What are your views on the legalization of Cannabis?
回覆刪除According to a SCMP article, "TWO of Hong Kong's top judges say use of the soft drug cannabis should be decriminalised. High Court judge, Mr Justice Kaplan, and Appeal Court judge, Mr Justice Godfrey, say the laws are outdated and do little to stem drug use. They were supported by four other senior judges, although they would only speak off the record."

As a UK student, I am rather unfamiliar with the laws in Hong Kong regarding possession, my understanding is that the majority of recreational users simply get a fine and (a criminal record ?).
From the recent conviction and imprisonment of Jackie Chan's son, it seems like Mainland's law on possession is even more stringent than that of Hong Kong, setting aside the political motivation on the conviction, such stringent laws seems to have little effect on people's consumption of marijuana.
There are always two schools of thoughts whether to legalize the use of cannabis or brothel or even quasi legalizing of injection of heroine in some European countries. Now there are countries allowing the cultivation of cannabis for medicinal use. I really don't know. In HK, the tariff of sentence on cannabis has been lenient. Possession of small amount only attracts a small fine. It is difficult to evaluate the effect of a stringent sentence. Countries imposing death penalty on drug trafficking may not see the rampaging use of drug but still drug addiction cannot be weeded out. What if we legalize all drugs used, do we see a positive effect of it? I doubt.
刪除"叫毒販勸人不要吸毒" - could be a good idea if Bali 9 was in China.
