露宿街頭

團體促社署民署為派飯論道歉

【明報專訊】深水埗區議會前日討論區內露宿者問題,當區社署及民政署專員指區內露宿者增多,與太多熱心人派發物資有關,言論引起區內多個關注露宿者團體不滿,昨日在欽州街橋底開記者會強烈譴責兩署「無良言論」,要求有關方面道歉,並檢討本港露宿者政策。有該區露宿者表示,因未能負擔區內板間房租金,數月前開始要露宿街頭。

批「派飯增露宿」倒果為因

守護兄弟行動發起人林國璋牧師表示,露宿者增多原因是社會貧富懸殊、樓價高企、政府扶貧無效所致;但從社署及民政署的言論及態度,反映政府沒有認真體恤露宿者的困難和需要,更「倒果為因」指摘善心人派發物資招來露宿者,要求社署深水區助理福利專員李源雄及同區民政署專員莫君虞就言論道歉。另北河燒臘飯店店東陳灼明(明哥)昨晚亦有出席記者會,重申向露宿者派飯是希望低下層人士「三餐溫飽」,但露宿者脫貧及上樓等長遠問題,始終要由政府解決。

露宿者﹕瞓街非為有飯派

約一年前遷至欽州街橋底露宿的胡先生稱,多年前原租住板間房,但因租金貴、衛生環境惡劣,最終無奈淪落街頭,而遷至欽州街橋底最大原因是衛生較佳,並非貪圖「有飯派」,他曾向社署人員求助申請上樓,但一直無回音,說如能獲安排上樓「梗係好」,但同時擔心無法負擔按金、傢俬電器等種種開支,希望有關方面支援。另數月前淪為露宿者的鄺先生及周先生說,原本合資租住板間房,但同因租金問題及衛生環境惡劣而寧願露宿,絕非為有「物資派發」而做露宿者。

社署﹕欣賞市民愛心

社署發言人稱非常欣賞熱心團體或市民的愛心,並歡迎他們與政府及社福機構攜手協助露宿者脫離困境;強調署方一直有留意深水區露宿者情,並向露宿者提供短期及長期支援,協助他們自力更生及脫離露宿生涯。至昨晚截稿前,本報仍未收到民政事務署回覆

  2. 最近在書店發現一些公務員入職試參考書,當中有些問題很古怪,不肯定是因為書商亂作,又或提供資料的人記錯。現在看來,可能真的有那些沒頭沒腦的問題,所以合格入職的公務員都是沒頭沒腦。如果我去考入職試,見了那些問題,一定會當場離場。

    有空順便說2個考試的故事,第一個,傳聞某年英國 A Level 考試,作文題目是:What is courage? 有考生只寫了一句:This is courage.
    第二個,劍橋考試,教授故意出一條明顯地錯的題目,到近考試尾,才有一個學生戰戰兢兢地問題目是否有錯。

    1. 我移民前沒聽過公務員入職試參考書這東西,這世代就算上了做人補習班,或者考到5**都無用,謬種太多。早前你跟我講政府官員反對資助工厦劏房户,因為他們犯法,我說官員涼薄,工厦劏房户主犯法,住戶沒有,終於legal advice出來官員才改口,連common sense都沒有,又無才又無膽,唉!!!

    2. 奇了,部門沒有自己的法律顧問(我就不信大部門沒有),至少也可問律政署吧……而且英國法律中,一向亦只是服務提供者才有刑事/法律責任……(我說得對嗎?)

      No matter how big the departments are, their legal advisor is Department of Justice (DoJ). The DoJ has different teams to provide legal advice to different departments. The various govt departments do not have their own in-house lawyer to give them advice with the exception of a few e.g. Lands Department. It has its own legal counsel because there are a lot of deeds to examine.

      Criminal liabilities depend on the wording of the legislation.

    4. On the topic of civil servant exam, I actually took one for AO years ago. I knew I wouldn't get in for writing an honest answer because that would be too "radical" to them. I really have no idea what they are looking for in an AO or other officials for that matter. The questions are distorted, twisted, and asked with an expected answer in mind. No wonder we have such a dismal civil servant corps at the AO level or above.

    5. I also took the AO exam many years ago. When I was at the interview, the Deputy Director of Social Welfare asked me about some current topic involving the AG and the press reporting of his decision, it was either I was not good enough or my answer was too candid, I was not recruited. I accepted the failure because I know I was and am not good enough to do that kind of job.

  3. There are people who just do not understand the importance of re-distribution of wealth in the society and always think if you are willing to work, you can always feed yourself. Street sleepers, though many may have received some sort of social assistance, are not by personal choice staying in the street. Some of them support themselves by working and just cannot afford to pay the exobitant rent. The root of the evil is the property price. Look at the profit the property developers earn each year. The fact speaks for itself.

  4. 標少, you are right. some years ago, I have seen a video clip from an NGO which is an interview with some street sleepers. Most of them had jobs but they chose to sleep in the streets or gardens, only because the remain incomes were too low after they paid the rent.....

    You should know that some social elites simply don't have deep understanding towards the "dark side" of the society. Even though some of them grew up from the grassroots, when they become elites, some kinds of discrimination may grow from their brain and they would think that their success were simply the results of their efforts and those still in grassroots are losers and lazy guys.......

    Those who still enjoy the mythicized "自力更生的年代"(50S to 70S) simply forget the fact that NGOs and churches had organized many food / nutriments donations and other social services to the poor.

    Christine works in an investment bank. She does volunteer work and is a mentor of kids from Tin Shui Wai and Shamshuipo secondary schools. That is why she is angry.
